The Parish Clerk is the Proper Officer of the council and plays a key role in ensuring the smooth and lawful running of parish council business. As the council’s chief administrative officer, the Clerk is responsible for preparing agendas, taking minutes, advising councillors on legal and procedural matters, and implementing the decisions of the council. The Clerk also acts as the Responsible Financial Officer (RFO), managing the council’s finances, preparing the budget, and ensuring that all financial records and returns are accurate and compliant.
In addition to these core duties, the Clerk is often the main point of contact for the public, handling correspondence, maintaining records, managing parish assets, and supporting local initiatives. The role demands strong organisational skills, impartiality, and a sound understanding of local government procedures. While employed by the council, the Clerk works independently to support the council’s work and ensure transparency and good governance at a local level.

Parish Councillors’ Register Of Interests
An official Register of Interests is maintained by Herefordshire Council for all parish councillors and can be viewed on its web site here.
In addition, all Councillors have to declare any personal pecuniary or non-pecuniary interests in any item on the agenda of a parish council meeting. If an item is raised in which a Councillor has a non-pecuniary interest, then that person must normally not participate in any discussion, or to vote on the matter. If a Councillor has a pecuniary interest in any matter, then that person normally has to withdraw from the meeting. However, dispensations on these matters can be made in exceptional circumstances.
