MINUTES OF THE EXTRAORDINARY PARISH COUNCIL MEETING HELD ON
TUESDAY 27 OCTOBER 2015 AT 7.30 PM

Item 3 – Cllr W Soilleux – Disclosable Pecuniary Interest – living adjacent to the land off Traherne Close
3. To consider and agree the amendments to the draft Neighbourhood Development Plan ready for submission to Herefordshire Council
The chair explained that following the consultation events held on 11th and 17th October the draft Neighbourhood Development Plan had been checked and amended by the Neighbourhood Development Plan Steering Group taking into account the comments made by members of the public.
The Parish Council is now required to consider and agree this amended draft Neighbourhood Development Plan before it is submitted to Herefordshire Council.
The Chair stressed that at this stage these are still proposals and the draft Neighbourhood Development Plan will still require checking when it is returned by Herefordshire Council.
The text content of the plan (excluding the letter) was considered in full and the following amendments were agreed. A copy of the amended plan is circulated with and a copy attached to these minutes.
Page 2 – line 5: add ‘Group’ to Parish Council.
Page 10 – section 3.4, line 1: ‘settlement boundary’ – ‘S’ & ‘B’ in uppercase.
Page 10 – end of first paragraph: ‘Please refer to Map B for the proposed new Settlement Boundaries’ (add ‘new’ and change to plural).
Page 11 – Policy BL4: Settlement Boundaries: 3rd line: Should read: ‘and undeveloped sites where small scale development could take place in the futureâ€
Page 15/16 – section 6, final paragraph: Amended sentence to read ‘The Parish Council will also make arrangements to monitor developments and carry out a review as required or in line with the Core Strategy reviews.
Page 15 or 16 – Section 4.1 (Travellers’ Sites): Delete first sentence.
It was noted that it would be more difficult to obtain planning consent on planning applications submitted on land outside of the Settlement Boundary.
Site 1 Adjacent Newcourt Farm (approx 4 properties)
Consultation result: To include 49 and to exclude 52.
Resolved: It was unanimously agreed to exclude this site from the Settlement Boundary.
Site 2 Adjacent Traherne Close (approx 5 properties). The chair left the meeting room for this item.
Consultation result: To include 50 and to exclude 54.
Resolved: It was agreed (7 for and 2 against) to exclude this site from the Settlement Boundary.
Site 3 Lotties Plot (approx 1 property and possible much needed extra parking for use by Lugwardine Church)
It was noted that although this land is within the conservation area a new build had been approved in 2000 on land nearby and also within the conservation area. Also that only 1/3 of one boundary is adjacent to the Grade 1 listed scheduled ancient monument.
Consultation result: To include 68 and to exclude 39
Resolved: It was agreed (8 for, 1 against and 1 abstention) to include this site inside the Settlement Boundary.
Site 4 Opposite Nursery Cottages (approx 5 properties)
Consultation result: To include 69 and to exclude 35.
Resolved: It was unanimously agreed to include this site inside the Settlement Boundary.
Site 5 Below Frome Park (no development, just including properties already there)
Consultation result: To include 78 and to exclude 28.
Resolved: It was agreed (9 for and 1 against) to include this site inside the Settlement Boundary.
It was also proposed that the small rectangular area at the northern end of Lotties Plot should also be included within the proposed new settlement boundaries.
Resolved; This proposition was approved (8 for, 1 against and 1 abstention).
Resolved: The Parish Council unanimously agreed that the text (excluding letter) and maps of and included in the draft Neighbourhood Development Plan, as amended, are approved and ready to be submitted to Herefordshire Council for comment.
It was further agreed that the Parish Council may revisit and amend the Neighbourhood Development Plan, including the maps, without suspending Standing Orders until the Neighbourhood Development Plan has been completed.
4. To agree the purchase of stamps to send out the draft Neighbourhood Development Plan to residents
Resolved: It was unanimously agreed that 900 x 2nd class large stamps to the value of Â£666.00 could be purchased. It was noted that this purchase would be covered by the Neighbourhood Development Plan grant.
