3. Neighbourhood Development Plan
To Consider and agree publicity materials for the Referendum on 3 November 2016
Comments: Various coloured flyers and posters were presented to Council for consideration
Resolved: It was agreed that 20 hard copies of the Neighbourhood Development Plan would be printed, together with an assortment of flyers and posters encouraging the public to vote at the Referendum. Grant monies are available to pay for this.
4. To Consider request by Owners/Developers for the 2 new houses adjacent to The White House, Bartestree that they connect their new drains into an existing pipe from the Village Hall and Pavilion, which is on Parish Council land
Resolved: The Parish Council did not agree to the request
5. To Consider Comments on Design and Layout details for the following application:
161745 Land East of Church House, Lower Bartestree
Amended application for approval of reserved matters (Appearance, Landscaping, Layout, Scale) following outline approval P140757/O
Resolved: The following comments will be sent to Herefordshire Council
The Parish Council respectfully refers the Planning Officer to the Comments already submitted on 19 July, 13 August 2016 and 15 September 2016.
The Parish Council would like to acknowledge and thank the Applicant for attending the Meeting and addressing queries raised by the Council and residents. This was very much appreciated.
Whilst it is disappointing that there is little green space on the development itself, it is noted that there is an agreement with the developers and the Herefordshire Council that a substantial contribution is made towards existing play areas in the vicinity.
The Parish Council also note that the design of the houses has been varied to introduce some properties with different brick and render and that further parking areas have been added to the site. It would be grateful if Herefordshire Council would confirm that it will be a Condition that
The Council would also be grateful if Herefordshire Council would confirm that the following Conditions are included within the final approval:-
(a) There will be no street lighting
(b) There will be no construction traffic using the lane to access the site and will use access from the A438 only
(c) That work will be carried out only from Monday to Friday from, say, 7:30am to 4:40pm
Item 15 of the Appeal Decision refers to the importance of keeping existing trees and be included as a Condition, particularly along the western boundary.
The remaining issue was that of the position of houses on the west side of the development site. It is noted that the developers have amended their original plans to rearrange Plot 21 so that there is a garage immediately opposite Church House and not a 2 storey dwelling. A request was made that the houses be replaced with bungalows in an effort to maintain the view currently enjoyed by the residents immediately opposite the site on this boundary. The developers will not agree to this, which is disappointing.
The Applicant entered into discussion with residents at the Meeting and advised that he would arrange for further planting to be undertaken on his own adjoining land, with a view to maintaining a rural feel in the area. All welcomed this.
